3月12日,在十一屆全國(guó)人大五次會(huì)議記者會(huì)上,央行副行長(zhǎng)劉士余表示,各家銀行對(duì)居民個(gè)人首套自住普通商品住宅的貸款必須予以保證。

The People's Bank of China (PBOC), the central bank, said Monday that commercial banks should put in place a differentiated credit policy to guarantee housing loans to qualified first-home buyers.
央行稱,各商業(yè)銀行應(yīng)該制定差別化的信貸政策,保證首次置業(yè)者的房貸需求。
文中的first-home buyers就是指“首次置業(yè)者”,央行今年將全面落實(shí)differentiated credit policy(差別化信貸政策),在信貸實(shí)行總量管理的前提下,各家銀行對(duì)個(gè)人居民first ordinary commercial housing units(首套自住普通商品住宅)的mortgage loans(按揭貸款)必須予以保證。
對(duì)于interest rate(利率)水平,央行鼓勵(lì)各家financial institutions(金融機(jī)構(gòu))在央行的benchmark lending rate(基準(zhǔn)利率)和首套普通商品住宅prime mortgage rate(貸款優(yōu)惠利率)的下限之間,根據(jù)financial conditions of borrowers(借款人的財(cái)務(wù)狀況)權(quán)衡定價(jià)。此外,央行還鼓勵(lì)property market(房地產(chǎn)市場(chǎng))上的financial innovations(金融創(chuàng)新),如securitization of mortgage loans(抵押貸款證券化),引入real estate trust funds(房地產(chǎn)信托資金)等。
