“民生”是本次兩會(huì)代表委員最關(guān)心的問題，也是政府工作報(bào)告的關(guān)鍵詞?！懊裆比绾斡糜⒄Z來表達(dá)，請看“溫家寶總理記者招待會(huì)”上人民日報(bào)記者提問：

My question is as follows that what kind of measures will you take to insure that all the polices you have introduced and all the money you have put in this regard will play their effect and will be used properly to ensure that the people, the ordinary people, will get the real benefits.

在“溫家寶總理記者招待會(huì)”上，人民日報(bào)記者就《政府工作報(bào)告》中的“民生”政策問總理，如何在制度上保證這些政策和資金真正落到實(shí)處、發(fā)揮效益，讓百姓得到實(shí)惠。

由這段提問可知，“民生”相應(yīng)的英文表達(dá)是“people's well-being”。此外，在特定語境下，“民生”也可表達(dá)為“people's livelihood”。

就漢語層面而言，溫總理《政府工作報(bào)告》中所指的“民生”重在強(qiáng)調(diào)人民的“福祉安康”，由此，與“l(fā)ivelihood”（生計(jì)）相比，“well-being”更貼切表達(dá)了總理的本意。
