兩會(huì)熱點(diǎn)：物權(quán)法，企業(yè)所得稅法

孟子曰：“有恒產(chǎn)者有恒心?！?
物權(quán)法正是要給公眾一個(gè)“恒心”。兩會(huì)上，有望被審議通過(guò)的“物權(quán)法”是萬(wàn)眾矚目的焦點(diǎn)。物權(quán)法草案是中國(guó)從法律上明確保護(hù)私人財(cái)產(chǎn)的一項(xiàng)重要立法，強(qiáng)調(diào)對(duì)國(guó)家財(cái)產(chǎn)、集體財(cái)產(chǎn)和私有財(cái)產(chǎn)予以平等保護(hù)。

law was finally tabled for discussion at the NPC on March 8
after a 14-year legislative marathon.
In order to grant the farmers a long-term and guaranteed land-use rights, the
draft stipulates that:
At the expiration of the term of a contract for a piece of farmland,
grassland or forest land, the contractor of the right to land contractual
management may have the contract renewed in accordance with the relevant
provisions of the State.
報(bào)道說(shuō)，制定過(guò)程長(zhǎng)達(dá)14年之久的《物權(quán)法》草案3月8日提請(qǐng)十屆全國(guó)人大五次會(huì)議審議。為了賦予農(nóng)民長(zhǎng)期而有保障的土地使用權(quán)，物權(quán)法草案規(guī)定：耕地、草地、林地的承包期屆滿，土地承包經(jīng)營(yíng)權(quán)人可以按照國(guó)家有關(guān)規(guī)定繼續(xù)承包。
報(bào)道中的“property law”就是“物權(quán)法”相應(yīng)的英文表達(dá)。“Property”在此指“the right of ownership;
title”（所有權(quán)）。
此外，另一部與“物權(quán)法”同等重要，同樣被認(rèn)為是本次大會(huì)我國(guó)立法工作大事的草案是“企業(yè)所得稅法”，其相應(yīng)的英文表達(dá)是“enterprise/corporate income
tax law”。
